While serving as mayor of Clevleand from 1901-1909, a prominent journalist called Tom Johnson was “the best mayor of the best governed city in the nation.”  In 1999, one historian ranked the country’s all-time best (and worst) mayors. Johnson was ranked 2nd. So why do so few Clevelanders know about the impact and legacy of Mayor Tom and what made him so successful?
